O quadro decadente da Policia Militar do Distrito Federal revelou-se de forma trágica com a saída para a reserva de 273 policiais, publicado no Diário Oficial nesta quinta-feira (03), aumentando para novecentas e duas baixas ocorridas somente nos últimos 30 dias do ano. Em 2016 foram, 1.200 policiais que pediram para sair. Até o final de 2017, a PMDF poderá perder um terço da tropa de 13.148 militares. Rollemberg não está nem aí. A população que se lixe

As duas únicas viaturas do BPM estavam empenhadas em outras missões na vasta área que tem que cobrir, como o Setor de Indústria e de Abastecimento (SIA), que recebe mais de 82 mil trabalhadores que atuam nas 4,3 mil empresas de grande, médio e pequeno porte e por onde circulam cerca de 300 mil pessoas todos os dias. Fazem parte ainda da jurisdição do 15º BPM a Cidade do Automóvel, um conglomerado com mais de 200 empresas por onde transitam diariamente mais de 30 mil pessoas, mais do que o dobro da população da comunidade 26 de Setembro com seus 10 mil moradores que também se inclui na rota do Batalhão.
Na opinião de Paulo Batista dos Santos, secretário-geral do Conselho Comunitário da Estrutural, cidade com 46 mil moradores, é humanamente impossível um batalhão de polícia com um efetivo de 100 policiais, o qual diminui ainda mais por causa das escalas, possa fazer a segurança em uma área tão vasta e tão populosa como a jurisdição coberta pelo 15º Batalhão. “Termina ficando algum setor descoberto”, disse ele se referindo ao caso do assalto ocorrido no bar da Estrutural.
O Radar apurou que Rollemberg inaugurou a pintura a e uma janela nova do prédio onde funcionava o posto avançado da 8ª DP para abrigar o BPM da Estrutural e acredite se quiser: sem mobília, sem material de expediente, sem material de limpeza e sem papel higiênico. O militar se quiser bebe água ou fazer outras coisas tem que pedir aos vizinhos.
Durante a campanha de 2014, Rodrigo Rollemberg repetiu exaustivamente o discurso de que iria fazer concurso público para contratar mil policiais militares por ano. Uma baita mentira para ganhar os votos dos otários. Em um levantamento feito por Radar, um concurso da PM passam dois anos para se concretizar. Isso porque o pedido passa primeiro pela avaliação do Tribunal de Contas em seguida a divulgação do edital até a formação dos aprovados que dura no mínimo 1 ano. É o que irá acontecer com os 2.024 novos policiais que participarão do concurso, cujo edital foi publicado no mês de janeiro deste ano. Eles só ingressarão à tropa em 2018. Até lá, o efetivo da PMDF estará totalmente desintegrado.
Para agravar ainda mais o quadro degradante da Instituição PMDF, com mais de 200 anos de sua criação, é o esquema corporativista e pernicioso em que os consecutivos Comandos se preocupam mais com seu público interno pela busca das promoções de seus oficiais do que com a população cada vez mais desprotegida por falta de pessoal nas ruas.
O Radar levantou que em 2009 a PM tinha dez mil vagas para soldados. Essas vagas foram redistribuídas para oficiais e para praças. Atualmente o quantitativo máximo para vagas de soldados são de 5.564, o que equivale dizer que o numero de soldados que podem ser contratados esse ano de 2017 são apenas de três mil policiais, enquanto cerca de cinco mil policiais estarão prontos para irem embora.
Durante o governo de transição, Rollemberg recebeu um estudo apontando a defasagem e fez ouvido de mercador. Hoje, a PM teria que ter um efetivo de 23 a 25 mil policiais, mas o governo de Brasília ignora o fato.
Além da baixa no efetivo por causa do tempo de serviço, há também a debandada provocada pela inevitável aprovação pela Câmara dos Deputados do PLC 6726 que trata da limitação de direitos dos policiais e bombeiros militares concernentes às férias e licenças-prêmios.
Caso sejam aprovados, os prejuízos serão incalculáveis. Férias e as licenças não usufruídas deixarão de ser verbas indenizatórias e comporão o limite do teto. Por consequência, essa medida poderá acelerar o esvaziamento em massa, com a ida de policiais e bombeiros militares para a reserva e, com isso, levar a segurança pública a um colapso.
